1870's Department of State USA Official Business Imprint Cover
The #O60 Stamp is Tied with Circle of Wedges Fancy Cancel!
They are both faulty.
Red Wax DEPARTMENT of STATE Seal on Reverse!

US official stamps, for use by government offices, were issued between 1873 and 1879. The Act of Congress, approved on March 3, 1873, abolished the franking privilege for government mail and provided for the issue of official postage stamps for each government department.
